Education is a Constitutional Obligation...

Virginia's Supreme Court, in Scott v. Commonwealth, declared education to be a fundamental right under Virginiga's constitution.

  • The General Assembly must "by whatever means, see that sufficient funds, state and local, are available...in every school division in the Commonwealth."  Commentaries on the Constitution of Virginia (1974).
  • The Constitution requires the state to provide funding that is realistic in relation to current costs.

43% of skilled trade jobs in Virginia go unfilled due to a lack of qualified graduates.
